Case Studies / Case 2 · Dangerous Goods Checker
A flammable liquid shipped as non-dangerous risks a rejected load, fines and an unsafe container. One line of the SDS decides it.
A paint-thinner type product arrives with an SDS where Section 14 says “not regulated for transport”. Section 9 shows a flash point of 28 °C.
Product: solvent blend. Flash point 28 °C (closed cup). Initial boiling point above 35 °C. Mode: road.
Reference answer: a flammable liquid with a flash point between 23 °C and 60 °C and an initial boiling point above 35 °C falls in class 3, packing group III. The SDS Section 14 statement does not match its own Section 9. The exemption for flash points above 35 °C does not apply at 28 °C.
The SDS can be wrong or out of date. Section 14 is copied from the supplier, not proven by the carrier. A wrong “not regulated” leads to an undeclared DG load.
